    eircom are the dominant in broadband market.

    They propose a number of obligations on eircom....

    The above document is the press release. The full detail of ComReg's Draft Decision is contained in http://www.comreg.ie/_fileupload/publications/comreg0493.zip

    This Document should have significant long term implications for all DSL users, and may have implications for the development of the wider broadband market

    Its a lengthy document (107 pages) and will take some time to digest. No doubt Muck, eircomtribunal et al. will offer authoritative views in time. As I read it, in summary, ComReg appear to be saying:
    • DSL is the defacto delivery mechanisim for broadband
    • eircom has significant market power
    • they are conscious that the OAOs are not happy with eircom's behaviour
    • the market analysis appears to bear out the OAO's concerns
    • ComReg, having consulted with the Competition Authority, has determined that the standard steps necessary to monitor an operator with SMP are appropriate
    • ComReg will henceforth seek to regulate the market, using interim mechanisms and calculations where necessary until actual costings (to be provided by imposed accounting separation) are available.

    The draft decision is set out in Appendix F - PDF pages 98-105 (these pages are numbered 97-104)

    The response period ends at 5.30pm on 27th August 2004.

    In response to questions re access to DSLAMs
    6.42 eircom, in its response, states that the examples provided by ComReg in its consultation have not been raised by OAOs to date. They point out that eircom already offers ATM and IP handover; however access at the DSLAM is not possible with the current technology. They suggest in this case that LLU should be the solution.

    Is this not counter to eircom's arguement about pricing on the LLU that they were (are?) fighting with Comreg over?

    There is not that much to respond to, the hard core responding should have been done in the spring.

    The recent document sets out what Comreg propose to do ......... if you read Buttsys PR guff http://www.comreg.ie/_fileupload/publications/PR300704a.pdf rather than the 107 page response to consultation you will note that they propose relatively little .

    They would like comments on the series of proposals in Annex F of the document linked at the start of this thread. Most of the document explains how Comreg arrived at the conclusions that the did arrive at. They do not promise us that they will pay any heed to themm but ya never know.

    If city dwellers in Ireland are to get better BB DSL packages then a response is in order by the end of August ( 27th)...... and not only from IoffL I should think.

    Anybody notice the Government target of 5Mbit being met anywhere soon (outside Dungarvan that is ) ?????
