another government bodywho also won't answer the phone.

It's the Civil Service, they never answer phones the public might call.
    Try
    the Health Boards
    Council offices
    Tax office.

or any government department/body and you'll find that it's the same no matter where you go. Have fun!

he is the Boss of the Consumer section so you should complain to him .

If your complaint is ABOUT the Consumer Section and their general uselessness then you should complain to Bobbys boss, Mike Byrne.

Comreg are too busy throwing up documents like this CPS code breach finding:

CPS Code of Practice Breach eircom ‘no contact’ breach Document No: 04/76 Date: 14 th July 2004
    http://www.comreg.ie/_fileupload/publications/ComReg0476.pdf

"...By contacting Smart Telecom customers within the 3 month no contact period eircom has not complied with clause 8.1 of the Code of Practice and consequently, eircom was in breach of its obligation to be bound by the CPS Code of Practice. ComReg has not assessed how many other customers of Smart Telecom or the other operators have been contacted as a result of eircom’s calculation error referred to. ... To ascertain the exact number of instances of contact within the no contact period resulting from the 37,207 cases where the no contact window was inaccurately calculated would require a disproportionate effort on the parties concerned. As eircom has stated that the problem which resulted in this situation has been rectified, ComReg do not intend to require eircom to evaluate the exact number if additional instances in this case."

What sort of useless regulation is that?
The culprit Eircom, who had for a quarter of a year, in clear breach of the regulations, harassed customers that had left for another operator and had probably stolen back many of the possible 37,207 by doing so, is not even asked to check how many were harassed and how many were stolen back from other operators.
"Would require a disproportionate effort on the parties concerned" – what a sentence! The perpetrator is n o t asked to run the file of 37,207 addresses against the current customer file, to establish how many were stolen back!
What signals is that sending out?
That is not regulation, that is capitulation.
And in their next Quarterly Report Comreg will again sheepishly write: "The share of other Telco operators is stable at 20%, as has been since years."

    P.
