freenet might be the closest to complete (in a even-the-chinese-government-cant-get-to-you kind of) anonymity. However, what you get is not a regular webpage and for anyone to view it they need to be connected to the freenet, so unless you are publishing to a select group of interested parties (who also keep their anonmity) then it's pretty useless.

The protection it affords can unfortunatly be used by child pornographers, criminals, terrorists as well as people living in oppressive regiems and such.

    You could instead try

    this: http://invisiblog.com/ (only anonymous blog)

I don't know anything about the anonymous remailer or how anonymous it really is ...

    or this: http://www.thirdhost.com/

but remember when connecting to the service you are leaving a trail, so you'll need an anonymous proxy or webcafe & fake moustache as well :)

(shamelessly googled for the links, don't really know anything from experience, maybe someone else does ...)

Do you actually want no provable connection to the site, or do you just want to hide your details from public view, like by using an anonymous domain registration service?

Well no provable connection to the site would be nice :)

I'd look into using Thirdhost (read their FAQ) if you can find some feedback on them. They will store no IP records of your dealings with them themselves. Will register a domain for you if you explain the purpose of your site. Will accept as close to anonymous eletronic payment as you will find or other forms of payment by arrangement, cash in an envelope I guess. Only need an email address to start up.

What you need to do is protect yourself on the way to their servers so you'll have to pay for an anonymous proxy, set up a hushmail account, only use discrete internet cafes & never regularly. Really you need to research into internet security so you know the various ways you can be tracked down and how to avoid them. Your own proceedures would probably be your downfall, say visiting your site regularly from home or work. Even asking about this here on boards could cause you problems in the future, if you are a whistle blower say, your workplace suspects you, they will know you are a regular visitor to boards, not hard to your username, see these posts and now you've drawn a whole lot more attention to yourself

I guess you have to start thinking like a criminal, if you are not one already ;) Jeeze, sounds fun, I wish I had some sensitive information to publish!

If money changes hands there's ultimately and most likely going to be a provable connection between you site.

However, if you're just looking for anonymous WhoIs registration, you can try:

Most domain registrars offer obfuscation of the WHOIS details these days, usually at a small extra cost.
For some of our clients we have been asked to modify the whois records so that no trace of the client appears, as they were receiving threatening phone calls etc.
