In peoples experience (and I know if varies from day to day and time of year) but if you were asked what time the roads were more congested in the city centre...would it be:

    between 7:30 - 8:30

    or

    8:30 - 9:30

I know those are weird specific times to pick but it's to settle an arguement.

    Chauffe, Marcel, chauffe!

I'd say 08:30 to 09:30 is busier. I'd go as far as saying 09:30 is busier than 08:00

Well that's more like what I would have thought. Was driving past the IFSC area today at 8:30...it was nuts. But that area is probably nuts at all times cause of the Luas stuff.

Stephen's Green [directly below Leeson Street - turning towards Stephen's Green SC] is chocka block all the time now because of the fecking Luas works!!

I love the fact that @ the mo it takes me 20 - 25 mins to go from Tallaght to Ranelagh for work ... but when the schools are in, it can take anywhere between 50 mins to 1 & 3/4 Hours ... fecking school mums & there massive jeeps!!

    [rant]
About a month ago, I saw a woman drive out her driveway [BMW Jeep] in the back of Rathgar to drive her kiddie to the primary school about 100 yards away & then drive back up & into her driveway again [I was parked @ the time] ... this seems to be widespread throughout Dublin ... why else the nightmare traffic during the school term which miraculously disappears when there are school hols

Well from this Sunday onwards Stephens Green West will be completely closed to traffic and the rest of the green will be reversed or two-way traffic.

There is a wave of traffic that would hit the city centre at 8.45, which would pass through the suburbs before that time, so it's all down to where you are counting from.
