MIDI editing

Can anyone recommend a decent MIDI editing program? mainly want it to edit midi files to convert them to ring tones. One that would just allow you do basic editing like cut and splice would be a good start /edit had posted in this question in the wrong forum previously

cubase is the most commonly used one.

Both are free to download and very easy to use. You need to have a basic undertstanding of notation.
