when will ntl upgrade the 1megabit to 1.5 megabit speed??

    recently i heard something about NTL planning to upgrade their broadband service from 1 megabit to 1.5 megabit. Does anyone know when this will actually happen and will current 1 megabit users be upgraded to 1.5 megabit free of charge??
