    A report on Dublin Airport published today says a number of airlines are breaking airport bylaws because they don't have sufficient check-in desks open to cater for large passenger numbers.

    The report also notes that the bylaws are rarely, if ever, enforced.

    The investigation, commissioned by the Aviation Regulator and still in draft form, looks at how passengers are moved around inside the terminal buildings and also how well the voluntary system that co-ordinates the landing and take off of aircraft actually works.

    The research was carried out by London-based Alan Stratford and Associates Ltd.

    It says some carriers are not being "particularly co-operative" with the outside agency, ACL, that timetables aircraft take off and landings.

    However, it recommends that the current gentleman's agreement which divides out the precise touch down and take off timetabling should remain in place for another four years.

    The report highlights a number of infrastructural issues at the airport. It says the concourse outside the Arrivals building is poorly designed.

    Meanwhile, X-ray screening for passengers carrying on luggage heading towards the departure gates is operating at capacity and delays which passengers experienced last year could be repeated in the event of additional security measures being set in motion.

    I spent an hour and a half at check in on Friday at the Aer Lingus desks. It was utter chaos. They had five desks for all US flights and one for flights that were closing.

    Luckily, I had plenty of time but the Aer Lingus staff didn't seem to bothered about the delay, they were not in any rush.
