I couldn't find an article in English (I'm sure it will be reported later today in English:
    http://actualite.free.fr/actu.pl?doc=france/3_2004-06-18T124804Z_01_MAT834615_RTRIDST_0_OFRTP-FRANCE-INFORMATIQUE-DUTREIL-20040618.XML

They'll be using Linux, OpenOffice, Mozilla, Apache, MySQL, Evolution to reduce their costs. They've been on trial in many public services for a while and contracts have been signed with MandrakeSoft.

At the moment 95% of the PC are using Microsoft, and 2/3 of the servers are already working with OpenSource.
They hope to reduce the cost of software by 2.

They also want to use VoIP to reduce their phone bill.

Nice, but it could be seen as a way of pumping some cash into Mandrake to keep it healthy (it is after all french the french Gov like all EU Govs likes subs to it's own native comps).
