Will the EU Constitution be ratified?

Has the recent decision by Britain to hold a referendum on the EU Constitution (assuming it gets negotiated) killed off any chances of it eventually being ratified?

I suspect so. What do you all think?

My view seems justified when you consider that in a recent poll 65% of Britons want the powers of the EU reduced, with just 15% wanting it to stay the same and 20% wanting the powers of the EU increased.

In the absense of a definitive draft, its hard to say. But ultimately a constitution will be adopted, whether watered down or if the British (like the Belgians) treat any referendum as non-binding.
