What is the story with regard to vehicle registration tax if you build a kit car from a donor car? I seem to recall that in the UK there was some rule whereby you could basically say the car had already been taxed once or something?

It all depends on what you are planning to do
if kitcar is build on chassis of other car e.g. F355 on Irish reg MR2 you have no problems as donor car was registered before. You keep the same papers like for MR2

if the kitcat is build on running gear of other car or totally on custom chassis,e.g. Cobra you best bet is to import one from UK(which will be also legally registered there.

If you want to build kit car in Ireland on custom chassis you are screwed.
