    A school the wife worked for is refusing to give a reference because it isnt the "policy" to give one.
    Is this ususal?

    yes, a lot of places don't give out references as it can leave them open to legal proceedings being taken against them in the case whereby someone gives a less than shining reference.
    She would be entitled to only a factual reference, i.e. when she started, finished employment etc.

    AFAIK the law states you have to give a reference for an employee. Perhaps they mean it's not their policy to issue WRITTEN references, that's pretty common these days.

    Different kettle of fish then :) That seems to be the rule rather than the exception these days. And employers prefer to get a verbal ref I think.
