A school the wife worked for is refusing to give a reference because it isnt the "policy" to give one. Is this ususal?

yes, a lot of places don't give out references as it can leave them open to legal proceedings being taken against them in the case whereby someone gives a less than shining reference.
She would be entitled to only a factual reference, i.e. when she started, finished employment etc.

AFAIK the law states you have to give a reference for an employee. Perhaps they mean it's not their policy to issue WRITTEN references, that's pretty common these days.

Different kettle of fish then That seems to be the rule rather than the exception these days. And employers prefer to get a verbal ref I think.

They will (probably) only provide a factual written reference.
