Friend of mine got the recent Aldi computer and its a great buy of course but for some reason it wont remember certain settings.

I have resized the desktop and changed the refresh rate but each time on start up it defaults to the original settings. Similarly I changed the keep history in Internet explored from the default 20days but it keeps going back to the default.

Could it be the battery or is there another possibility?

What OS is he using? Could he be logging into some kind of "guest" account?

Run Windows Update, get the latest video drivers and try again.

If you're ok with changing registry settings, then try this reg tweak to enable/disable the XP "Save settings on exit". Just unzip the savesetting.reg file and install it.
