I need a complete cooling solution

Basically, i need a CPU cooler, Intake/exhaust fans and a Graphics card cooler (and i presume ram heat sinks for GFX card).

What's recommended? I don't need the most expensive stuff out there, but i need quiet stuff. This machine sounds like a BEAST.

Watercooling is out of the question, as its too expensive...

Well, depending on your graphics card....the VGA Silencer has had heaps of praise on this board and elsewhere...

    CPU cooler..... Zalman 7000alcu
    GFX cooler ..... Artic Cooler
NorthBridge Fan (if needed) .... Zalman Passive Cooler
    Case Fans ...... Papst 80mm 19db

Power Supply (if needed) ...... Be-quiet Range .

Im not sure if this is over your budget but its the best stuff for a very quiet rig. You could also get a fan controller or fan adapter (12v to 7v) to run your existing fans at a lower speed, or if you get an antec or be-quiet PSU they can run your fans according to the load on the PSU so its very low speeds on fans (almost silent) when browsing the web etc but higher when playing games (when volume is up anyway).
