MM in MMORPG stands for Massively Multiplayer, you can't have a massively multiplayer game thats only 60 players

but in regards to your question, i think you could find private servers of games like Legend of Mir, Ultima Online, or Ragnorak that would seem to fit the bill of what you're asking for.

Where to find them however is a question that needs to be answered by someoen else cause I don't know

try and find a thread i made about few weeks ago about ragnarok online. its on a private server, its 2d and its fun. its been renamed from fRO to rRO (freedom to realistic) since the admin took some time to develop some new crazy features.
