    Does any1 know if the networks use the public for beta testing of new products or services, or not? If so, how can 1 get involved?

    The networks do use "public" for testing, but as far as I know it is "friendly users" who they are happy to let use the new products. I am not aware of them offering it to random personal users.

    Yes. As BigMoose pointed out the operators will use "friendly users" - clients, suppliers, friends, etc.
