Battery Dishonesty

I own a Sony DV Camera (PC4) which has just been lying around for some while. The trouble is that no matter how much or or how little I charge the battery it'll only last for about 3minutes. It's meant to be an hour battery but only ever lasted about 45 minutes and shrank from there. It's over 2 or 3 years old.

The guy in the Sony shop said that it's the batteries memory that thinks it's empty because I've been over charging it. He told me to keep turning camera back on when battery was saying it was empty until the camera wouldn't turn on anymore, then recharge and it should work. It didn't.

Is this battery dead? Where can I buy a 4 hour battery that isn't going to let me down when I'm out and about and need power!? Something to do with battery memory?
