I was just wondering, is there any way to get a .psd image file to scroll down or just pick random spots in the psd to show? Like it's just show one bit of the image... then another... then another, randomly, and very quickly?

I would guess, create different images in photoshop and import them to your timeline.

I use after effects for it;

After Effects. You can just change the position of the PSD, and leave the bit you want in-shot.
