    a4 is 21cm x 29.7cm or 2480 x 3508 pixels

not sure bout this, but i think you can set the margins by edit>preferences>units and rulers, or do as i do, copy the image into a word document and set the margins there

You could get your repro place to rasterise the PSD and insert it into quark. That'd take care of things. But give them a bleed and work out your margins in Photoshop so you know where you're working.

3mm bleed should be alright around all edges.

    So make your PSD 216mm x 303mm.

    That should be OK.

AOD - you were right about the dimensions (assuming 300dpi) you just didn't include the bleed.

Tiff or PDF are probably better formats to send to printers than a raw PSD file.

press file>>new in photoshop and click "A4" from the pulldown

Don't forget to work in CMYK also, not RGB.
