Does anyone know of any free icon editing program that may be downloaded? Is it possible to create icons in Visual Studio 6? How? Is this the right forum for this?

I use a Modula-2 Resource editor to create icons for my VB6.

There are many free and shareware icon editors.

A resource editor does more and may include an icon editor.

I use a little application called IconEdit32 (there's an original name ) from Ziff-Davis.

Unfortunately you now need a subscription $$$ from pcmag to download it - although it is freeware. So PM me if you want a copy.
