Your best bet is a Cash & Carry outfit who supplies the retail trade, unfortunately most of them need a membershiop card, but you can probably find one to borrow if you ask around.

They are dotted around the city - Musgraves, Keencost, Lees etc

I have a card for Musgraves, and I can confirm that they do indeed sell sweets in bulk.
What sweets in particular are you looking for?
