TV Tuners

    Going to the US for 6 months, and will be getting a new laptop while I'm over there. The one I've been looking at comes with a built-in TV tuner, but it's NTSC. I'd like to be able to still use it when I get back. Does anyone know if a tuner's TV format is determined by the hardware or the software? Is it at all possible to change them from NTSC to PAL-I or visa versa?

    I know my PCTV card gives an option of choosing various different PAL/NTSC modes, wheteher its a hardware or software option i dont know, but i'd imagine its a software one. Not sure though.
