    If a lad was to seta timenudge +60 of line,dose this represent a ping of 60 if you were on line?

    yeah, in single player..

    cl_timenudge is buggy in quake3 though, it draws the client slightly off where it really is, for other people too, server operators should limit cl_timenudge for all clients to "0" (you can do this using OSP)
