Is there any way for a subscriber to know for definite they are on a lower contention rate or is it simply an act of faith?

Check if the lowest speeds you're getting on downloads are better than or equal to the nominal bitrate of the connection divided by the contention rate - e.g. 512/24 = 21.33kbit/sec

Just be sure the contention you're seeing isn't on the server you're downloading from!

    Short answer - not really.

Long answer.. as longword says you can see if youre getting a certain mimimum speed from your connection, if you download at a speed lower than your advertised contention ratio would suggest and you know that wherever you're downloading from isn't short of bandwidth it may indicate a difference. It may also just as easily indicate a problem somewhere in your ISPs network. You wont ever be able to say without doubt that you're on a certain contention ratio because of the very way in which contention works.
