Unfortunately I have no idea what an fta card is, but someone on Newbie FAQ might be able to help you. Moving the thread to there.

    Huh? I'm stumped too.

It's either about DNA testing or satelite TV. I'd say the satelite FTA/FTV cards (which I know nothing about) are a much more likely subject so I'm moving it over to the ICDG Satelite forum (do with it as you wish guys).

While this is in Newbie FAQ I might as well give you a bit of advice. Look around before you post and make sure you're posting in the right place. Also it couldn't hurt to be more specific with your requests.

Obviously there is no such thing as an FTA (Free to Air) card. But FTV (Free to View)cards are used for picking up ITV, Channel 4 and Channel 5 on Satellite. (All BBC channels are Free to Air).
Unfortunately they are not being officially issued anymore. (As of Jan 31st).
They are being sold on eBay for exorbitant fees and even then if an unscrupulous seller decides he wants to double his money, they tell Sky the card is faulty and it gets switched off. He then re-flogs the replacement card on eBay. (This actually has happened a few times).

there is one problem with the replacement card though, Carrols.

If you are issued with a replacement card, Sky apologise to you that the card was faulty and provide you with a postage paid envelope to return their property to them.

As the card is not the property of the e-bay seller, he or she could effectively put him or herself in a very uncomfortable situation with NDS - which of course would serve them right :D

They probabily tell Sky that child fed it to the garbage disposal or dog ate it.

(I know a pair of dogs that have eaten: Settee, light bulbs, beer cans (full prefered), remote controllers and mobile phones. Actually the phone still worked, but 3 days later drool still dripped from the tooth holes so he got a new one).
