Can I get software that restricts access to a specified website? I'm running Windows 95 but can upgrade if necessary.

On one PC only? You could have a look at something like Net Nanny (I presume it still exists)

Do you mean that your users can only see a single website: www.youmustlookatthis.com, or that your users can't see a particular website: www.youcan'tlookatthis.com?

Enter www.stucktothissite.com in the proxy address, use port 80 and then disable access to the preferences panel (tried & works in Mozilla 1.6 & IE5)

    It is what it's.

If you know the IP address of the site then disable all other routes. eg: empty gateway.

route add [site ip] mask 255.255.255.255 [gateway]
    use -P if on NT/2K/XP
put in a batch file in startup if 95/98

Edit the hosts file, so that it looks like:

    127.0.0.1 www.donkeyporn.com

This will mean that every time the website is accessed, it will look for it locally, and then just error out.

    Cheap and easy.
