    I have been wondering for a while how DCC will proceed with any telecommunications policy. I think it was EsatBT that won a bid to supply telecomms services to DCC last summer. The bid proposed that an operator would take over DCC's infrastructure and in addition to operating DCC's network, it might sell service on behalf of DCC.
    One obvious conflict here is that DCC controls who digs up the streets to install new services. The applicants to dig would be doing so in direct competition with the City if this were to come about. DCC put up the cost of permits for digging recently by a pretty large percentage. It probably costs up to €200 per meter to dig in the city now, if they give permission that is.
    It would be nice to think that it will do what it says in Policy U41 in particular. Sounds too good to be true but hopefully it will at least attempt to do it.
