Digital Cameras and Internet Cafés

My sister has just gone travelling,
she got a digital camera (fuji a202) from work when she left.

So my question is, do Internet Cafés allow you to download pictures onto their computers for uploading/e-mailing?
    • If so, do they charge much for this service?
    • She has a Yahoo! account so she's going to use Yahoo! photos to upload her pictures, is there any better photo site?
    • She will probably want to print all/some of her pictures when she gets home, so maybe a website providing this service might be the best to 'host' her pictures on, i.e. Spectra Photo?

Moderators, If this is more of a Travel topic please move there...
