This crowd http://www.net-cafe.ie/ are offering basic café internet access for €20/week, unlimited hours. 512k ADSL line, medicore machines (800Mhz), lowsy pings na d no games and more expensive than home ADSL, but you can come and go as you want, no 12 month contracts, not need to own a PC.
