Non-EU Players

What is the story with this. I've read the manual and all it says is that each country has it's own specific limit on the number of non-EU players permitted in your squad.
The limit in Spain is four.
Now on my team there is

    Rafael Maquez (Mexican)
    Ronaldinho (Brazillian)
    Saviola (Argentinian)

None of my B players are non-EU except Babangida, but he has a second nationallity (Spanish). I do however have two players away on loan Rochemback and Riquelme.
So that would make 5. Which is over the limit already then. But Rochemback and Riquelme are on long term loans, 3 years and 2 years respectivley, so they would hardly be considered members of the squad.
So that leaves me with 3 non-EU players. So can anyone tell me why I am not allowed to sign Christian Chivu. I keep getting the message saying
"Transfer delayed due to having 4 Non-EU players already in the squad"

It's really pissing me off. I had a sale agreed with Real Madrid for Marquez but that collapsed for the same reason. I went and looked at the Madrid squad and they only have 3 non-EU players aswell.
    Roberto Carlos
    Conceicao
    Solari
they all have Spain as a second nationallity.

So, if a players second nationallity is that of an EU nation is he still considered foreign?
If a player is away on loan is he considered to be a Non-EU player in your squad?
Is this a bug in the game?

sounds a bit odd all right.
I know that in Spain that in your match squad (ie first 11 + subs) you are only allowed 4 'foreigners', but that in your overall club players you should be allowed any number of non-EU players, you're just not allowed to have them play in a match.

The only other thing it might be is that you may have to have a certain amount of actual Spanish players in your squad, not just EU Nationals, but you're not getting that error message either.

Maybe you have a load of foreigners in your B or U19 squads?

There were problems with the original game where loads of spanish clubs had transfers cancelled due to having 4 foreigners. This was meant to be fixed in 4.1.2 and would also be included in the 4.1.3 patch. The Sigames forum is down at the moment so i cant put it to the lads to find out whats happening and if it is a bug or not

Marquez is now gone. I sold him to Chelsea.
    That makes 2 foreigners.
I'm still getting the stupid message and being blocked from signing Chivu.
And it's patched up to 4.1.3

Wasnt it because the 4 non EU player limit was only introduced this season, in that case Barca had 5 but they had them before the rule was introduced. Since you sold Marquez you still have 4 and cant buy another one as it would put you over the limit. I've had the exact same problem with Barca and this is the only reason I can see for it, but I'm open to correction:)

That would make sense, although it's quite unfair.
Rochemback has gone on long term loan to Sporting Lisbon, I can't recall him and I can't offer him to clubs.
Riquelme is back at the end of this season, I can't recall him either, but I have no intention of selling him when he does come back.
All of this means, I'll have to wait two more years before I can sign Chivu. That's shit.

Hmmm I think I'm going to cheat, and add another manager and buy Rochemback. :dunno:

its a ****ed up rule thats more politicol than about football. If there goin to bring out a rule like that then they should have it that u can only have 3/4 that dont come from a nationality in UEFA. The only crazy thing about that is u could have a squad full of players from israel and kazakstan.

Well I didn't have to cheat in the end. It turned out Rochemback's loan was a two year one aswell so I shipped him off to Ajax for a crappy amount (something like 500k up front and 2.7mil after 18 months, with the possibility of another 500k if he plays 30 league games).
I had to sell Marquez at face value too, which I'm not all that happy about, but I've got Chivu now anyway.
