Whats the deal with December 27th? Is it a proper bank holiday or not? The Banks all take it and are quite millitant about recouping it when the 27th is on the weekends. Yet its full rate for phone calls etc but nothing is working.

    Where did it come from?

"Bank holiday" is a misnomer. The banks traditionally take 3 days at Christmas, but only 2 are recognised by the state.

It was the State in the 19th century that introduced the concept ot "fixed" public holidays to allow families time off together. I can only surmise that they became "bank holidays" when a social connection was made between those dates and holidays taken by banks.
