Eicom and IOL rebates

Im interested in getting the Eircom multi or enhanced, however I notice that the rebate only seems to be on the entry level dsl (Eircom starter). Same with IOL free install and modem. Whynot offer it on all the plans or am I reading this wrong? My thinking to save 300 Euro is to go with the starter and then upgrade say…

That's exactly what I did. I started with the most basic package, and then upgraded to 1MBit uncapped. They don't charge you for changing, so it's perfect doing it that way.
