    I know this won't happen but here anyway is a thought:

    One of the reasons for the failure of competition to bring down the cost of telecommunications in this country is that every operator uses a different mechanism for charging. This applies to every area of telecommunications: Broadband, Dial up, Land line and mobiles. As an example voice call operators may use different set up charges or different peak off peak periods. All of these subtle differences make it very hard to determine just who is cheaper for your particular mix of calls. Even independent surveys don't help because who is cheaper depends too much on the excact mix of call type and duration.

    Anyway: What if COMREG were to force operators to offer completely standard packages - in which every operator had to apply exactly the same billing rules and the only variable was the price multiple that the operators charge.

    The goal would be to commoditise the offering so that the only variable left to compete on was price. In general when an item becomes a commodity like this the price plummets. OF course manufacturers take great ains to prevent their product becoming a commodity that competes only on prie but in a regulated market the regulator can make the rules.
