Anyone know if its possible to tune in foreign free-to-air channels like NHK? Any info on the subject in general would be welcome.

Not generally on Irish cable systems, no.

NTL provide a foreign news service with ZDF (Germany), TVE (Spain) and RAI1 (Italy)'s news bulittens on their local channel in the evenings. TV5 Europe, the Francophone general channel (mix of programmes from France Television, RTBF, CBC, TSR and others) is available on digital.

What is available on cable elsewhere is mostly limited to TV5, and in some areas the other European channels. I don't think there is much demand for a Japanese channel to be carried however...

For foreign TV, satellite is generally your better bet, and posting your question in the Satellite forum is probably a good idea. Even there, recieving NHK is probably out of the question...
