ITU Digital Access Index - Ireland 1st

    According to this press release from ITU (International Telecommunication Union) from yesterday regarding their Digital Access Index 2002, Ireland ranks no. 1 in the "upper access" division, or 26th in total. Top 3 is Sweden, Denmark and Iceland in that order - in the "high access" division.

    About the Digital Access Index - from the press release:
    The first global index to rank Information and Communication Technology (ICT) access has turned up some surprises. Slovenia ties France; and the Republic of Korea, usually not among the top ten in international ICT rankings, comes in fourth. Apart from Canada, ranked 10th, the top ten economies are exclusively Asian and European. The Digital Access Index (DAI) distinguishes itself from other indices by including a number of new variables, such as education and affordability. It also covers a total of 178 economies, which makes it the first truly global ICT ranking

    Dont panic - its just a badly created table. The high access, upper access, medium access and low access are just general bands that each country was placed in for rough and ready comparison- our actual ranking is 0.69 on a scale of 0 to 1 where 1 = highest access.

    What they have actually demonstrated is that ireland is at-best languishing in the middle of the results. Most of europe - all of europe that have serious aspirations in this area - are in the top band, above 0.70 on the scale.

    At least we arent sitting at the very bottom of the european table this time. Cyprus, Spain, the Czech Republic, Greece, Portugal and Poland are all somewhat below us. Poor bastards.

    .....where we were in the pre Celtic Tiger days.

    Then we were known as "The Richest of the Poor" which is where we are in terms of access to Information and the availability of the information infrastructure.

    Its GRRRRRRREat to be back where we belong, innit . Thanks to Tony O Reilly and Phil Nolan and the Communications Workers Union for all they have done for this country .

    Top of the Second Division Sceptre....we are competing with Brunei Mexico Barbados Trinidad and Greece.

    The criteria were asessed thus.

    "The DAI combines eight variables, covering five areas, to provide an overall country score. The areas are availability of infrastructure, affordability of access, educational level, quality of ICT services, and Internet usage. The results of the Index point to potential stumbling blocks in ICT adoption and can help countries identify their relative strengths and weaknesses."
