Why has the N1 been renamed R132 everywhere it's been by-passed by the M1 - is it just so they have an excuse for not fixing pot-holes as often?

because it is no longer a national primary route.
in answer to the second part of the question - I suspect that like every other road in the country - yes they will have few plans to repair the road properly if at all.

It also indicates to people not familiar to the route that they are taking the less main route.

    N (primary): 1 - 50
    N (secondary): 51 - 100
    R: 101 - 1000
    L: 1001 - 9999

Repair works are often done on "denationalised" roads that previously wouldn't have been possible due to the congestion it would cause, e.g. the may be putting a basic median and full bus lanes between the airport and Swords.
