    Is this not just the original e65m set aside for 2003/2004?

    Well at least they haven't decreased the budget.

    Given the rate of inflation the budgets have fallen in real terms, but that's the story across many areas of the estimates.

    True. Looking across the estimates, the impact of benchmarking is obvious. At department level there is a trade off happening, pay increases countered by cutbacks in other areas, giving the appearance of standstill, whereas taking inflation into account there is a real and appreciable drop in many instances.
