Looks like the applicant would be working in the Homeland Security in the US.

It's something akin to "Top Secret / Special Compartmented Intelligence" or whatever;
basically, if you're not a US citizen, AFAICT you don't stand much chance of getting such clearance. It's a common requirement for companies who do work for the military.
