    Add -vidmode 1024,768,hz

hz being the refresh you use at that res.

    Eg: -vidmode 1024,768,100

You can set a refresh rate for D3D by using DXDIAG, type dxdiag in run, go into "more help" and set the override function to what refresh rate you want to use.

MAKE SURE YOU MONITOR SUPPORTS THE REFRESH RATE YOU WANT TO USE.
