With the arrival of Cullen to munster can someone clarify why it is that southern hemisphere players who sign for northern hemisphere sides can't play for their country?

IRB are bit of a joke, like. Its the same with Irish players Mike O'Driscoll wasn't even considered for selection for the rwc squad since he started playing his rugby in France.

Might it be something to do with them having the professional contract with a different club/country?

All the players in the provences have contracts to the IRFU and not the provences afaik.
