External Modem connects and then does nothing

I have a external modem. I connects grand but then does nothing 8/10 times. Using a winmodem i can connect through the same phone line with the same isp, no real problem. The external modem is running on W2K SP4. Settings seem ok, but i cant solve the problem nor can i see whats causing the problem. :(
