Driving on Second Provisional?

Does anyone know what the story is regarding driving on a second provisional? I was under the impression that new laws were brought in (or old ones were to be enforced?) whereby people on a second provisional were no longer permitted to drive unaccompanied. But other people seem to think different. Anyone know for sure?

    check out Oasis.irlgov.ie

First paragraph. Drivers on 2nd provisional can drive unaccompanied. This hasn't changed and I haven't read anything to counter this.

It does still leave the situation where someone on their 2nd provisional can fail the driving test and still drive home

Perhaps there will be a day when we'll have compulsory training as being proposed for motorcyclists...
