A Board must have more than 500,000 posts to be listed so that eliminates most boards out there. Also I think it is a fairly newish site and boards is listed against enough sites to get a feel for where it ranks in the scheme of things.

It's a quantitative thing after all, takes no account of post quality thankfully. Mainly shows there are a hell of a lot of bored Irish teenagers out there!!
