Ping problems - can anyone help?

I do alot of online gaming and my curren isp is eircom. I got it about 4 months ago and when i got it i was on the eircom solo pack 512/128. I got ingame pings of about 85 to uk servers and benelux ones. After about 3 months of that my ping rose slowly and to be about 100 ingame, my ping was stable just high. I heard that switching to starter pack 512/128 has interleaving set at a lower level therefore pings should be lower, so about 3 weeks ago i asked eircom to downgrade, and they did. But to my dismay i saw no ping difference whatsoever, infact i saw even a slight rise (nothing major, 2-3ms ingame). My download speeds were the same as that on solo pack. I have spoken to eircom on the phone, very rude technical support but that's not so relevant, basically i am told there is nothing that can be done about this. I have no idea what is causing this, but even when i ping eircom.net in dos i get a ping of about 65. That's pretty disgraceful considering i am supposedly on a package with low interleaving. Off the point slightly but on the phone to a technical support guy at eircom he actually told me interleaving was turned off on starter pack, despite me being told twice from other guys it was turned on, just on a "low" settings. If it's turned off my pings are even more inexcusable, and even at a low interleaving setting they are disgraceful. Sorry for all this waffle as i'm sure there are many stories much like mine, but i was just wondering if anybody has any advice for me? Or any thoughts as to what might be causing my ping? I have considered moving to Esat ADSL but then again i will be on the same exchange so will my pings be the same? Where do i go from here? Is there something wrong with the line or something wrong at the exchange maybe? I'd be grateful for any helpful replies as this is kind of getting to me at this stage. It's like we are living in a third world country.

Also if it's of any relevance i am on the Ballyboden exchange in south Dublin.
