I believe so, yes, if the LNB is a "Universal" type.

Not really. The only thing it could improve is the signal strength which would be important when there is say heavy rain, where the signal may go below a certain level that the Digibox may not be able to show a picture. Nevertheless a properly installed 60cm Sky Minidish should still give very good results - In the three and a half years I've had Sky heavy rain has only disrupted it three times, and that's in wet wet Tyrone!

could it pick up extra channels that r not on sky
It could enable the pickup of channels that are on the central European beam of Eurobird 1 which are not part of the Sky Digital lineup. The most well known of these channels are the Czech channels but all (bar one I think) are either partially or fully scrambled, a Sky Digibox can not descramble thses channels. There are a number of radio channels along with it that are in the clear. There are also other channels available on this beam but these use symbol rates that the Sky Digibox cannot handle.

If it is the likes of popular European public or private channels from Germany, France, Italy etc. that you're after then you'll need an extra LNB to receive a signal from satellites in a different postition, along with a switching system. This is not my area of knowledge, someone else here will probably know better.
