Is it possible to evenly distribute internet bandwith from a dsl connection using a wireless ap connected to the dsl router, there by sharing the connection costs with neighbours. what options are available in terms of sharing the maximum available bandwith at any one time while guarenteeing a minimum bandwith at times of heavey usage?

You can get a 3 com AP from www.Vbnets.com with DHCP/NAT built in for about €100

I think we've got a 3com wireless AP already, is the dividing of the DSL done on the AP or on the DSL router? Also would all of the connected machines have static IPs?

As far as i know, you'd have to run both your computers through a third computer which then connects to a router if you want to designate bandwidth in that way. Otherwise you can only just ask em to limit themselves when they download. e.g. by using a download manager like getright and applying a dowload limit. At night you could remove this limit if neccessary
