They're not issuing them any more. They're not activating them any more either but apparently it is still possible to activate them still by getting the box to do a dialup (even possible from here by popping in the dialup number in as a prefix in the hidden box settings) as they don't seem to have disabled that quite yet.

Basically: if you know someone who already has an unactivated card you may still be able to get it activated by the back door. If you don't, you won't be getting one.
