Sorry if this has already been mentioned, but there is a new group after been set up in the UK called Access to Broadband Campaign.

    There site is www.abcampaign.org.uk

and The Register has an article about them and an interesting conference they recently had article here

Their goals seem very similar to IOFFL's new goals with regards to wireless:
The Access to Broadband Campaign exists to promote the universal availability of broadband Internet access.
    A is for Access

B is for Bridging the broadband digital divide

    C is for Community empowerment

The objectives of ABC are to accelerate the deployment of high speed - "broadband" - Internet access throughout the UK and to make it as affordable and accessible as possible to all members of the community.

I think it might be worth keeping an eye on these guys, we might get some pointers.

Their recent conference looks like it was very interesting and well attended (see here ). It might be an idea for IOFFL to put something similar together here in Ireland to bring together the various wireless companies and government people and other interested parties.

Also while browsing their forums I came across this posting

One of the overlooked reasons that BT are unable to supply BB to rurual locations is the use of DACS. If a DACS system is on your phone line BT need to remove DACS from it before you can get BB, but if there are no spare lines to allow this, BT are not oblidged to provide BB if you order it and just tell the consumer 'your line is not suitable' or something similar.

It seems they are faced with the same problem with DACS as we are.
