rpmReadSignature failed apache rpm

Any time i attempt to run rpm -ivh 'filename' i recieve the following prompt rpmReadSignature failed does this mean that the file downloaded incorrectly / corrupt? Another Q? for apache anyone know where i can get an RPM package for red hat 8 as i cannot use the one on red hat site as i keep recieving the message above..…
