Why different connection speeds?

I recently switched from eircom dial-up to UTVip. When I was on Eircom I would get a connection speed of 48kbps all the time but on UTV I only get 44-46kbps, why is it slower?

Is there any way of speeding it up?

It's slower cause utvip obviously is overwhelmed with users as its package is the best, this means high latency and low connection speed.
