    I checked the original site and the document (or site is not there). So I typed in the title on google and the first site that shows up is the one that is missing and then view as text and you can see it.

    The site above (link) says the site was moved but document isn't easily accessible. But you can see it in google or the PDF on thier site.

    The document seems to imply the building of Sat-killers and weapons platforms, but mostly reads like someone looking for the budget money.
